本标准规定了人体对在0.063~1Hz范围内结构水平运动响应的评价导则。本标准适用于固定建筑物和海上结构的居住者处于坐、站或卧等任意姿态时所感觉到的结构水平运动。这种水平运动是由不常发生的外部环境力或经常存在的作用力诸如由电梯、风机、空调机、供热设备和管道系统之类所引起的低频水平振动，上述两种水平运动应分别考虑。并分别给出了人们对结构低频水平运动的感觉阈限和满意量值。本标准不适用于爆破、地震和类似事件引起的结构振动，也不适用于海上漂浮结构、张力腿式和铰连式平台的振动。
