本标准规定了评价振动对建筑物影响所需进行的测量和数据处理的基本原则。这里关心的除振源的动态范围、频率或其他参数以外，并不关心振源本身。结构振动的影响的评价主要是针对结构的响应，并且包括适当的分析方法，用以确定频率、持续时间和幅值。本标准只适用于结构振动的测量，不考虑声压及其他形式的压力波，但是需要考虑这些激励的响应。这里定义的建筑物是地面上的且有人居住的，某些特定的厂房像柱、烟囱、井架、构筑物等不在考虑的范围内，虽然他们经常有工作人员进出。建筑物的结构响应与激励源有关，制定本标准的最终目的是检验建筑物受振源（即激励的频率、持续时间、幅值等）作用下的测量方法。我们关注的激励源主要有地震、爆炸、风压、声震、内部机器、交通、建筑施工等。
