本标准规定了架空光缆数字通信系统进入公用电信网的要求，包括架空光缆通信系统的组成和主要特性、光缆数字线路系统的组成和主要传输特性、对机线设备的要求；系统的可靠性要求以及维护使用的要求等。本标准适用于公用电信网长途干线架空光缆通信系统。系统的传输性能满足电话、电报、数据、传真等多种信息传输的需要。专用电信网的长途架空光缆通信系统亦可参照使用本标准。
