本标准代替GB/T 16755-1997《机械安全　安全标准的起草与表述规则》。
本标准对GB/T 16755-1997做了如下技术修改：
———删除标准正文中的第０章“引言”；
———增加了术语“B1类标准”、“B2类标准”、“相关危险”、“重大危险”、“增补内容”及其定义；
———用图１给出特定机器或机器组涉及的危险；
———对第4章的结构进行了优化调整，并增加了“增补内容”的条款要求；
———在6.10中增加了噪声、振动标准的要求；
———将6.11中的“标准的附录”改为“规范性附录”，“提示的附录”改为“资料性附录”；
———在6.11.2中增加了“重大危险列表”的要求；
———删除了“附录A”，并将附录Ｂ改为附录A，附录的性质由资料性附录改为规范性附录，且内容改为无可用B类标准时应遵从的程序；
———合并附录C 和附录C为资料性附录B，并且内容改为规定C类标准的结构。
