本标准按以下几个方面定义OSI物理服务：a)服务的原语动作和事件；b)与每个原语动作和事件相关的参数及它们采用的形式；c)这些动作和事件之间的相互关系，以及有效顺序。本标准的主要目的是规定概念性物理服务的各项特性，因而在指导物理层协议的开发方面对OSI基本参考模型进行补充。本标准既不规定各个实现或产品，也不限制信息处理系统内的实体和接口的实现。对本标准，不存在设备的一致性问题。一致性是通过遵循OSI物理协议的实现获得的，而OSI物理协议满足本标准中定义的物理服务。
