This part is applicable to the preparation of emergency plans by operating organizations, and shall be used in conjunction with other parts of this standard. This part sets forth basic requirements for the implementation of emergency radiological field monitoring conducted by nuclear power plant operating organizations during emergencies. It covers issues related to emergency radiological field monitoring teams, including organization, personnel composition and training, equipment and supplies, procedures and techniques, and sample analysis. Annexes A, B and C to this part are all informative. This part was proposed by the National Nuclear Emergency Office and the National Technical Committee on Nuclear Energy of Standardization Administration of China. It covers issues related to emergency radiological field monitoring, including organization, personnel composition and training, equipment and supplies, procedures and techniques, and sample analysis. This part involves neither routine environmental monitoring nor dose evaluation. This part is applicable to emergency radiological field monitoring, sampling and analysis activities conducted by nuclear power plant operating organizations. 2 Normative references The following documents contain provisions which, through reference in this part of GB/T 17680, constitute provisions of this part. For dated references, subsequent amendments (excluding corrections) to, or revisions of, any of these publications do not apply to this part. However parties to agreements based on this part are encouraged to investigate the possibility of applying the most recent editions of the normative documents indicated below. GB 11216 General requirements of quality assurance program for effluent and environmental radioactivity monitoring at nuclear facilities GB/T 17680.4 Criteria for emergency planning and preparedness for nuclear power plants - The off-site emergency planning and implementing procedures GB/T 17680.5 Criteria for emergency planning and preparedness for nuclear power plants - Maintenance of off-site emergency response capacity 3 Terms and definitions For the purposes of this part of GB/T 17680, the following terms and definitions apply. 3.1 emergency radiological field monitoring outdoor measurements and environmental sampling and analysis activities conducted within the emergency planning zone during emergencies to determine the levels of radiation exposure to personnel and environmental contamination 4 Organization The emergency response organization of the operating organization shall have personnel available 24 hours a day who are capable of coordinating and implementing emergency radiological field monitoring and environmental sampling activities. The emergency response organization shall be comprised of monitoring personnel, sampling personnel, personnel responsible for providing guidance and coordination of monitoring and sampling activities, and personnel responsible for analyzing the data, samples, and other information provided by monitoring and sampling personnel. An emergency radiological field monitoring team may assume the responsibilities of monitoring and sampling separately or simultaneously. Emergency radiological field monitoring shall be initiated as rapidly as possible. There shall be at least one trained monitoring team available 24h per day on the site that can be activated at any time for emergency radiological field monitoring. When it is possible to increase the number of qualified personnel, the arrangement of personnel shall be consistent with the type and severity of the emergency. A well-staffed emergency response organization shall be able to deploy a minimum of two emergency radiological field monitoring teams to conduct on-site and off-site radioactivity monitoring and sampling procedures specified in GB/T 17680.4. Other monitoring teams shall be mobilized, if possible. However, the deployment of monitoring teams shall be based on the nature of the release, local meteorological conditions, road conditions, topographic conditions, and other factors.
