本标准给出了中等热环境中的人的整体热感觉和不舒适程度（热不满意度）的预测方法。标准给出认为可接受的整体热舒适和局部不舒适的环境条件，通过计算PMV和PPD指数，以及局部热舒适准则对热舒适性进行分析测定和解释。?
本标准适用于处在理想热舒适的室内环境中的健康男性和女性，但在设计新环境和评价已有环境时，热舒适稍微有些偏差。本标准虽然是针对室内工作环境制定的，但也同样适用于其他环境。当考虑有身体残障等有特殊需求的人群时，可配合ISO/TS 14415:2005的4.2使用本标准。当考虑非空调环境时，还需要考虑民族、地区和地理差异。
