本标准适用于仅作交流电用途的装有一根不可拆卸的软缆的额定电压超过50V但不超过250V(单相电缆卷盘)或超过50V但不超过440V(除单相以外的所有电缆卷盘)、额定电流不超过16A的电缆卷盘。这些电缆卷盘是在正常使用时对安全的要求特别高的家用、商用及轻工及类似用途的户内或户外使用的。装在器具里的电缆卷盘器件正在考虑中。符合本标准要求的电缆卷盘适于在环境温度通常不超过35℃但偶尔会达到40℃的场所使用，在某些特殊的使用场合，可能要求特殊结构。
