Introduction of GB/T 21983-2008
本标准规定了单站、区域及全国寒冬的定义、指标及其计算方法、等级划分及命名。本标准适用于暖冬的预测、评价及公共服务。本标准对冬季平均气温序列采用三分位方法确定单站暖冬阈值，使其在空间和时间上具有可比性；制定了单站暖冬等级指标，将单站暖冬分为弱和强两个等级。在此基础上，制定区域及全国的暖冬指标和暖冬等级划分标准。区域暖冬采用站点百分比确定；全国暖冬采用暖冬面积百分比界定，可以有效地消除因我国台站分布不均所造成的影响。
