本文件规定了非曳引式人货两用施工升降机设计、制造、安装、使用、维护/检查的安全要求。
本文件适用于预定由允许进入建设施工工地的人员使用的、动力驱动的、临时安装的、带有服务于各层站的吊笼并具有下列特征的施工升降机：可运载人员或者人员和货物；吊笼有导向装置；吊笼垂直运行或沿着与垂直方向夹角最大不超过15°的导轨运行；吊笼由卷筒驱动的钢丝绳悬挂或由齿轮齿条支持；导轨架架设时，需要或不需要其他独立结构物的支撑。
