本标准规定了电线电缆电性能试验的一般要求、定义及试验设备的定期校验要求。本标准适用于各种电力电缆和电气装备用电线电缆的电性能试验。根据有关电线电缆标准规定，GB/T 3048.2~3048.16规定的各项试验方法，也适用于其他电线电缆及材料的类似性能试验。凡试验方法中未规定的试验条件，均应在产品标准中规定。电性能试验方法，除明确规定对件者外，首先是作为型式试验用的，除非产品标准中另有规定，抽样试验和例行试验也应采用。
