本标准规定了高速列车电磁发射的限值要求、测量条件、测量方法、测量技术和评估方法。
本标准适用于测量高速列车内部在0～20 kHz频率范围（不包括0）的磁场发射以及高速列车在9 kHz～1 GHz频率范围的对外发射。
电力机车、城际和城轨电动车组可参照执行。
