1 Scope
This document sets out the basic requirements for the identification and assessment of safety risks in amusement parks. This document applies to amusement park safety risk management. Tourist attractions may refer to the implementation.

3 Terms and definitions
The terms defined in GB/T 42101-2022 and the following terms and definitions are used in this document.
4 Basic requirements
4.1 Defining institutions and responsibilities
4.1.1 As the responsible body for safety risk identification and assessment, the amusement park shall determine the safety risk identification and assessment organisation and establish a safety risk identification and assessment organisational system and working mechanism in accordance with the provisions of 5.2 of GB/T 42101-2022.
4.1.2 The personnel involved in the safety risk identification and assessment shall include those in charge of the organisation at all levels of the amusement park. The amusement park should clarify and implement the work responsibilities of the organisations at all levels of safety risk identification and assessment to ensure that the safety risk identification and assessment work is comprehensive, systematic and effective.
4.2 Delineate the scope and focus
4.2.1 The scope of safety risk identification and assessment should cover the whole area, the whole time, the whole scope, the whole process and all management objects involved, to avoid the absence of safety risk identification and assessment leading to safety management gaps.
4.2.2 Safety risk identification should include the overall safety risk of the safety management object (including the sum of its related safety risk superposition), classification risk identification and specific safety risk identification and other three aspects of work.
4.2.3 Safety risk identification and assessment focuses on the important site environment, important buildings, important equipment and facilities within the scope of the amusement park. Important business activities and important operational activities (conventional and non-conventional activities) should be prioritised from the above priorities to identify and assess safety risks and to eliminate, mitigate or control them.
4.3 Establish management system documentation
According to the requirements of GB/T42104, the amusement park should establish sound risk identification and assessment procedure documents and relevant operation guidance documents, determine the safety risk identification and assessment methods and grade determination standards, and realize the institutionalization of safety risk identification and assessment work. 4.4 Implementation of education and training
4.4.1 The amusement park should develop and implement a hierarchical and phased safety risk identification and assessment education and training plan to enable relevant personnel to master the safety risk identification. Assessment methods.
4.4.2 Education and training records should be kept and the effect of education and training should be confirmed by assessment to achieve effective results.
4.5 Assessment and reward and punishment
The safety risk identification and assessment work of the management staff at all levels, the safety risk identification and assessment team members and the relevant employees shall be assessed, rewarded and punished on a regular basis.
5 Risk Identification

5.4 Risk identification records

6 Risk assessment
6.1 Risk assessment requirements
6.1.1 When assigning the safety risk level, the accident hazards directly related to the root causes should be fully and comprehensively identified, and the common combination should be judged, with special emphasis on those safety risks with high risk but low awareness, and the existence of bad environmental factors, management defects, unsafe physical conditions or unsafe human behaviour.
6.3 Risk level assessment
The safety risk level assessment refers to the calculation of the confirmed severity of the consequences (S) and the likelihood of an accident (L) to arrive at the safety risk level (see Table 3).

8.1 At least once a year, a comprehensive, systematic and permanent safety risk identification and assessment process should be carried out. 9 File management
9.1 Safety risks identified at level 3 or above shall be registered and archived (paper files and electronic files shall be synchronized), and the archived information shall include but not be limited to:
a unit name, legal representative, unit address contact person, contact information;
b) Safety system documents related to safety risks;
