1 Scope
This document specifies the basic requirements of declaration for hazardous substances in material declaration of electrical and electronic products, including the principles for identifying hazardous substances to be declared, principles for determining reporting threshold levels, and guidelines for the content of declarations.
This document is applicable to declarations of hazardous substance materials in electrical and electronic products and may also serve as a reference for declarations of hazardous substances in other related products.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
hazardous substance; HS
hazardous substances contained in electrical and electronic products that are harmful to humans, animals, plants, environment, etc.

a group of hazardous substances that share at least one identical chemical structure or physicochemical property, it may consist of one or more hazardous substances

4 Basic requirements of declaration for hazardous substances
4.1 General requirements
The declaration of hazardous substances in electrical and electronic products is an important component of material declarations, and its basic format shall meet the requirements of GB/T 26668-2024, Clause 4.
4.2 Principles for identifying hazardous substances to be declared
4.2.1 HS or HSG must be reported if they meet the following conditions:
a) Specific substances that are explicitly prohibited or restricted from use in electrical and electronic products by current national laws, regulations, or mandatory national standards in China;
b) Specific substances that are explicitly required to be reported or labeled when used in electrical and electronic products, as stipulated by current national laws, regulations, or mandatory national standards in China;
Note 1: Current national laws, regulations, and mandatory national standards in China include but are not limited to the Administrative measures for restricting the use of hazardous substances in electrical and electronic products and GB 24427.
Additionally, for export products, the HS or HSG that must be reported shall be determined based on the requirements of the corresponding trade market countries:
c) Specific substances that are explicitly prohibited or restricted from use in electrical and electronic products by current national laws and regulations of the major trade market countries for China's electrical and electronic products;
Note 2: The major trade market countries for China's electrical and electronic products include but are not limited to the European Union and its member states, the United States and its states, Canada, Japan, South Korea, etc. Annex A provides a list of laws and regulations related to hazardous substances in some trade market countries for user reference.
d) Specific substances that are explicitly required to be reported or labeled when used in electrical and electronic products, as stipulated by current national laws and regulations of the major trade market countries for China's electrical and electronic products.
4.2.2 For hazardous substances not covered by 4.2.1, reporting their use in electrical and electronic products is considered an industry-recognized requirement. Specific substances that meet this condition are classified as optionally reported HS or HSG. Whether to declare such substances can be decided through negotiation among various enterprises in the supply chain. When determining whether to include a specific substance into the industry-recognized optionally reported HS or HSG, the following considerations should be taken into account:
a) Substances that are not explicitly regulated by current laws, regulations, or mandatory national standards in China but are restricted from use in electrical and electronic products as stipulated in recommended national standards, professional standards, or association standards;
Note: For example, substances restricted from use in electrical and electronic products as specified in GB/T 39498.
b) Substances that are carcinogenic, mutagenic, or reproductive toxicants;
c) Substances that are persistent, bioaccumulative, and toxic (PBT) or very persistent and very bioaccumulative (vPvB);
d) Substances with scientific evidence of adverse environmental effects;
e) Substances with potential environmental impacts.
Annex B provides a list of mandatorily and optionally reported hazardous substances, along with relevant information. Users can refer to typical applications of HS or HSG listed in Table B.1 to select the hazardous substances that need to be declared.
Note: Hazardous substances generally originate from the main components, impurities, auxiliaries, or by-products of the manufacturing process of raw materials. Therefore, specific hazardous substances are typically present in specific items or materials, for example, organic flame retardants are generally not found in metal items.
4.2.3 Specific substances restricted in terms of their release or leaching quantity in electrical and electronic products by laws and regulations, as well as hazardous substances used during the production process of electrical and electronic products (such as reaction intermediates, crosslinking agents, etc.) but not present in the final product, belong to optionally reported HS or HSG.
4.3 Principles for determining reporting threshold levels
The reporting threshold levels for hazardous substance declarations include not only the concentration limits specified by regulations but also those determined by professional standards. If the concentration of a substance exceeds a specific reporting threshold level, the supplier shall declare the presence of that substance and report its concentration, regardless of whether the use of the hazardous substance falls under any regulatory exemptions.
