1 Scope
This document establishes the implementation procedures for recall activities and technical service activities based on remote upgrade technology, stipulates the overall requirements, filing requirements, recall activity implementation process requirements and recall effect evaluation requirements.
This document is applicable to product recall activities and technical service activities carried out by automotive product manufacturers based on remote upgrade technology.

5 Implementation procedure
5.1 Remote upgrade activities include remote upgrade technical service activities and remote upgrade recall activities.
5.2 The implementation subjects of remote upgrade activities include producers, recall authorities, recall technical institutions, etc.
5.3 Manufacturers shall comply with the implementation procedures shown in Figure 1 to carry out remote upgrade technical service activities and remote upgrade recall activities.
6 Overall requirements
6.1 Compliance requirements
Producers carry out recall activities or technical service activities based on remote upgrade technology in accordance with the requirements of laws and regulations, departmental rules, policy documents and relevant standards.
6.2 Classification requirements
6.2.1 According to whether the problem solved by the producer using remote upgrade technology is a defect (or emission hazard), the problem-solving activities are classified:
——When the problem solved is a defect or emission hazard, it should be implemented in accordance with the provisions of remote upgrade recall activities;
——When the problems solved are non-defect problems and non-emission hazard problems, they should be implemented in accordance with the provisions of remote upgrade technical service activities.
6.2.2 For new functions or performance improvement activities carried out by manufacturers using remote upgrade technology, they should conduct risk assessment or emission hazard assessment of the upgraded automobile products, and classify the activities according to the assessment results:
——If it is determined that there are defects or emission hazards, it should be reported to the recall authority in a timely manner and implemented in accordance with the provisions of remote upgrade recall activities;
——If it is determined that there are no defects or emission hazards, it should be implemented in accordance with the provisions of remote upgrade technical service activities.
