Specification for protection of language resources of China
1 Scope
This document specifies the requirements for each stage of China's language resources protection work and describes the corresponding verification methods.
This document applies to the large-scale organization and implementation of language resources protection.
Note: The "large-scale language resources protection" in this document refers to the protection of language resources within the national scope or in most regions of the country.

4 Work Items
4.1 Implementation Plan
4.1.1 Implementation Objectives
Implemented at two administrative levels: national and provincial (autonomous region, municipality directly under central government). Work items shall be compiled item by item to form work specifications, achieving unified management of identical items and standardized implementation across different regions and levels.
4.1.2 Compiling Entities
4.1.2.1 National-level Implementation Plan
The national-level implementation plan shall be compiled and decomposed as follows:
a)The plan shall be compiled by a professional institution authorized by the national relevant management department, submitted to the national relevant management department for review, and then publicly announced;
b) The professional institution authorized by the national relevant management department shall decompose the plan into projects, submit the project list to the national relevant management department for approval, and then issue a notice for project application.
4.1.2.2 Local-level Implementation Plan
The relevant management departments of provinces (autonomous regions, municipalities directly under central government) shall organize the implementation of the items and basic elements of the implementation plan decided by the national relevant management department. They shall organize local professional research forces to conduct demonstrations, formulate the implementation plan for their own province (autonomous region, municipality directly under central government), and then publicly announce it after review.
4.2 Element Management
4.2.1 General Requirements
In language resources protection work at the provincial (autonomous region, municipality directly under central government) level, the items and basic elements set by the higher-level authorities and implemented by the province (autonomous region, municipality directly under central government) shall not exceed the scope set by the higher-level authorities. They shall maintain item consistency and unified standards.
4.2.2 Item Names
The item name for language resources protection work in provinces (autonomous regions, municipalities directly under central government) shall be arranged in the order of the following seven processes: application, training, pilot investigation, formal investigation, mid-term review, acceptance, .
4.2.3 Management Departments
