本规范是根据住房城乡建设部《关于印发<2011年工程建设标准规范制订、修订计划>的通知》(建标[2011]17号)的要求，由中国石化集团中原石油勘探局勘察设计研究院会同有关单位共同编制完成。
本规范在编制过程中，编制组进行了广泛调查研究，认真总结实践经验，吸收了近年来全国各油气田及管道工程方面出现的新技术、新设备，参考国内外有关标准．并广泛征求意见，完成报批稿。最后经审查定稿。
本规范共分11章和1个附录．主要内容包括：总则、术语和缩略语、基本规定、仪表控制系统设计、仪表选型、仪表安装、仪表盘／台、控制室、供电和供气、电线电缆和仪表管道管缆、接地等。
本规范适用于陆上油气田和管道工程及其辅助设施的仪表控制系统设计。
