本开放系统互连参考模型标准的目的是为协调系统互连各类标准的制定提供共同的基础，同时，使得现有的标准也能在整个参考模型之内有所体现。开放系统互连（OSI）这个术语仅限于在彼此“开放”的系统之间交换信息的标准，各系统通过联合。使用适当的标准而实现信息交换。系统是开放的并不隐含特殊的系统实现，也不隐含互连的技术或方法，而是指各系统互相识别并且支持适当的标准。本参考模型的另一个目的是规定制定标准或修订标准的范围，并且为保持所有相关标准的相容性提供共同的参考。本参考模型既不作为具体实现的规范，也不作为鉴定具体实现一致性的根据，而且也不提供精确定义互连体系结构的服务和协议的详尽细节。本参考模型仅提供概念上和功能上的框架，使得有关专家在研制OSI参考模型各层标准时能够创造性地独立进行工作。
