This standard is formulated with a view to implementing the Environmental Protection Law of the People's Republic of China and the Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution, protecting the ecological environment, guaranteeing human health and standardizing the performance and quality of the nonmethane hydrocarbons continuous emission monitoring system in stationary sources and carrying out the monitoring of emission pollutants in stationary source emission. This standard specifies the main specifications, test items and test procedures of the nonmethane hydrocarbons continuous emission monitoring system in stationary sources. In this standard, Annexes A and C are normative while Annex B is informative. This standard is issued for the first time. This standard is formulated under organization of the Department of Ecological Environment Monitoring and the Department of Laws, Regulations and Standards under the Ministry of Ecology and Environment of the People's Republic of China. This standard was approved by the Ministry of Ecology and Environment of the People's Republic of China on December 29, 2018. This standard shall be implemented from July 1, 2019. The Ministry of Ecology and Environment of the People’s Republic of China is in charge of the explanation of this standard. Specifications and test procedures for nonmethane hydrocarbons continuous emission monitoring system in stationary sources 1 Application scope This standard specifies the composition and construction, specifications, performance index and test procedures of the nonmethane hydrocarbons continuous emission monitoring system in stationary sources. This standard is applicable to the design, production and test of the nonmethane hydrocarbons continuous emission monitoring system in stationary sources. 2 Normative references The following normative documents contain provisions which, through reference in this text, constitute provisions of this standard. For undated references, the latest edition applies. GB 3836.1 Explosive atmospheres - Part 1: Equipment - General requirements GB 4208-201 Degrees of protection provided by enclosure (IP code) GB/T 16157 The determination of particulates and sampling methods of gaseous pollutants emitted from exhaust gas of stationary source HJ 38 Stationary source emission - Determination of total hydrocarbons, methane and nonmethane hydrocarbons - Gas chromatography HJ 75 Specifications for continuous emissions monitoring of SO2, NOX, and particulate matter in the flue gas emitted from stationary sources HJ 76 Specifications and test procedures for continuous emission monitoring system for SO2, NOX and particulate matter in flue gas emitted from stationary sources 3 Terms and definitions For the purposes of this standard, the following terms and definitions apply. 3.1 nonmethane hydrocarbons (NMHC) the sum of gaseous organic compounds other than the methane that are responsive on the hydrogen flame ionization detector under the conditions specified in HJ 38, which is calculated by carbon, unless otherwise stated 3.2 nonmethane hydrocarbons continuous emission monitoring system (NMHC-CEMS) all equipment required for continuous monitoring of emission concentrations and emissions of nonmethane hydrocarbons in the stationary source emission, hereinafter referred to as “NMHC-CEMS” 3.3 analysis cycle time the time interval that two sets of measurement results are given when the system is operating continuously 3.4 response factor the dimensionless ratio of response value of other gaseous organic compounds measured with the hydrogen flame ionization detector to the measured response value of the propane 3.5 conversion efficiency the efficiency of oxidizing the gaseous organic compounds other than the methane using a catalytic oxidation device 4 Composition and construction of the NMHC-CEMS 4.1 Composition The NMHC-CEMS in stationary sources is composed of nonmethane hydrocarbons monitoring unit, exhaust gas parameter monitoring unit, data acquisition and processing unit, see Figure 1. When the concentration of nonmethane hydrocarbons in the exhaust gas and the exhaust gas parameters (temperature, pressure, flow rate or flow, humidity, etc.) are measured with the NMHC-CEMS, if the oxygen content is involved in the calculation of the converted concentration of the pollutants, the oxygen content shall be measured simultaneously.
