Technical specification for vehicle environmental information disclosure
1 Scope
This standard specifies the entities, content, time, method, inspection technical requirements of vehicle environmental information disclosure, as well as the formats and items of vehicle environmental identification documents (VEID).
This standard is applicable to vehicle environmental information disclosure by vehicle manufacturing enterprises, vehicle import enterprises, and inspection agencies.

3 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.
3.1
vehicle environmental information disclosure
vehicle manufacturing enterprises and vehicle import enterprises disclose the emission inspection information and pollution control technology information of the vehicles manufactured and imported by them to the public through their official websites and the vehicle environmental protection information disclosure platform in accordance with the requirements of the Law of the People's Republic of China on Prevention and Control of Atmospheric Pollution
3.2
vehicle environmental information disclosure platform
platform that serves vehicle manufacturing enterprises and vehicle import enterprises to disclose vehicle environmental information (website: www.vecc.org.cn) and facilitates relevant government departments, the public and enterprises to inquire and use the information
3.3
vehicle environmental identification document (VEID)
list of vehicle environmental identification documents that meet the formats specified in this standard and distributed along with vehicles by vehicle manufacturing enterprises and vehicle import enterprises after the vehicles are manufactured and inspected. These documents include the enterprise's statement that the vehicle meets the emission standards at applicable stages, basic vehicle information, emission inspection information, pollution control information and basic enterprise information
3.4
serial number of vehicle environmental information disclosure
code that reflects the category, emission stage and other information of the vehicle model and is automatically generated in the vehicle environmental information disclosure platform after a vehicle manufacturing enterprise or a vehicle import enterprise completes the vehicle information disclosure, which consists of 29 digits, spaces and letters

engine and chassis environmental information login
vehicle manufacturing enterprises and vehicle import enterprises register the emission inspection information and pollution control technology information of heavy-duty vehicle engines, tri-wheel vehicle engines and Class II chassis of heavy-duty vehicles through the vehicle environmental information disclosure platform
3.6
vehicle identification number (VIN)
a group of characters assigned to a vehicle by the vehicle manufacturer for identification purposes
3.7
engine serial number
a group of characters assigned to a engine by the engine manufacturer for identification purposes
3.8
pollution control devices
devices that control, limit and/or monitor exhaust and evaporative emissions
3.9
permanent identifier
identifier that reflects information such as manufacturer and product model. This identifier shall not be destroyed during normal driving, maintenance and maintenance across the whole life cycle of a vehicle
4 General requirements
4.1 Information disclosure entities
4.1.1 Vehicle manufacturing enterprises and vehicle import enterprises with independent legal personality are the entities of vehicle environmental information disclosure.
4.1.2 Vehicle environmental information disclosure entities shall be responsible for the authenticity, accuracy, timeliness and completeness of information disclosure.
4.2 Information disclosure content
4.2.1 The information disclosure content includes basic enterprise information, vehicle model information, vehicle information and technical documents of mass-produced vehicles.
4.2.2 Basic enterprise information includes enterprise name, enterprise address, legal representative, and contact information.
4.2.3 Vehicle model information includes vehicle model technical parameters, engine technical parameters, type inspection information, pollution control technical information, key environmental protection technical information (applicable to pure electric vehicle and fuel cell electric vehicle), and CO2 emission information (if any).
4.2.4 Vehicle information includes VIN, engine serial number and offline inspection information. VIN shall meet the requirements of GB 16735, and engine serial number may refer to the requirements of GB/T 21085.
4.2.5 Technical documents of mass-produced vehicles include environmental production consistency information, in-use compliance information, and evaluation and test information of mass-produced vehicles.
4.3 Information disclosure time
4.3.1 Vehicle manufacturing enterprises shall complete the disclosure of vehicle models and vehicle environmental information before the products are delivered.
4.3.2 Motor vehicle import enterprises shall complete the disclosure of vehicle models and vehicle environmental information before the entry of the goods into the country (the date of issuance of goods import certificates).
4.3.3 Vehicle manufacturing enterprises and vehicle import enterprises shall conduct environmental information disclosure of mass-produced vehicle technical documents after the vehicles are mass-produced or imported.
4.4 Information disclosure method
4.4.1 Vehicle manufacturing enterprises and vehicle import enterprises shall publish vehicle environmental information on their official websites, and upload it to the vehicle environmental information disclosure platform (website: www.vecc.org.cn) simultaneously for relevant government departments, the public and enterprises to inquire and use.
4.4.2 Vehicle manufacturing enterprises and vehicle import enterprises which do not have the conditions to disclose vehicle environmental information on their official websites shall disclose the vehicle environmental information on the vehicle environmental information disclosure platform.

4 General requirements
