本标准规定了水泥企业安全生产的机构与人员、管理制度、安全装置及安全作业、风险作业、承包商和主要供应商的安全管理、事故预防与处理。
本标准适用于水泥企业开展安全生产，但不包括矿山开采和外部运输，我国在境外企业可参照执行。
