1.0.1 Safe production, a consistent policy and fundamental national policy of the Party and the nation, is not only the elementary guarantee for protecting labor safety/health and promoting the development of the social productive forces, but also the essential conditions for guaranteeing development of socialist economy and carrying out further reform and opening up. These rules are specially formulated with the view to guarantee the safety of the workers of highway construction, prevent accident and promote the development of highway traffic.
1.0.2 The relative organizations shall carry out the principles of "safety upmost and prevention first" and "safety must be given priority during production", and formulate the rules and regulations according to these rules and practical conditions.
1.0.3 All lead cadre, engineers and production control workers of the construction enterprise must be familiar with and observe the provisions specified in these rules. They shall design, distribute, inspect, summarize and appraise production and safe works synchronously.
1.0.4 These rules are applicable to newly built, reconstructed and large-medium maintenance highway works.
1.0.5 Beside those specified in these rules, the relevant national regulations and standards related to traffic industry shall be complied with during operation.
