1.0.1 This code is formulated with a view to unifying the design standards of environment protection for port engineering, controlling and reducing pollution, improving and protecting environment.
1.0.2 This code is applicable to the design of environment protection for the construction, renovation and extension as well as technological transformation projects of the sea ports and river ports.
1.0.3 The environment protection facilities for the port engineering must be designed, constructed and put into production simultaneously with the principal part of the engineering ("three concurrents" rule), and be implemented with the guideline of "unification of economic, social and environmental benefits" and with the pollution treatment principle of "using new method to improve the old one" and must meet the relevant national requirements for the environmental quality and the control of the total amount of the pollutant discharge.
1.0.4 The design of environment protection for port engineering shall follow the principles of cleaner production, recycling economy, optimal land utilization, rational layout, optimizing process as well as the combination of long-term planning and sort-term development.
1.0.5 The design of the environment protection for the port engineering shall not only meet the requirements of this code, but also shall comply with those in the current relevant ones of the Nation.
