Chapter I General
Article 1 The Provisions is prepared according to "Regulations on Safety Supervision of Special Equipment" and "Regulations on Reporting and Handling Production Safety Accidents" with a view to standardizing the reporting and investigation handling of special equipment accidents, timely and exactly finding out the accident cause, strictly investigating for accident liability, preventing and reducing the repetitive occurrence of similar accidents.
Article 2 The Provisions is applicable to the reporting, investigation and handling of special equipment accidents occurred during manufacture, installation, transformation, maintenance, use (including transportable pressure vessel and gas cylinder filling), inspection and testing activities.
Article 3 General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as AQSIQ) is responsible for the reporting, investigation and handling of special equipment accidents and the quality and technical supervision department above the county level is responsible for the reporting, investigation and handling of special equipment accidents within its own administrative area.
Article 4 The accident report shall be made timely, exactly and completely; any unit or individual shall not belatedly or falsely report the accident, fail to report or conceal it.
Accident investigation & handling shall adhere to the principle of practice and reality, objective and fair and respecting science, timely and accurately ascertaining the accident process, cause, losses andnature of accident, determining the accident liability, proposing the handling and rectification measures and holding accountable for accident responsible unit and person in accordance with the law.
