Chapter 1 General Provisions
Article 1 In order to strengthen electrical safety management, avoid electric shock accident and ensure the staff safety in the production process, this Regulation is formulated.
Article 2 This Regulation is applicable to design, manufacturing, installation, test, use, maintenance and management for power transformation and distribution system and electrical device of engineering industry enterprise and institutions;
Article 3 Both live operation and high-altitude operation shall be implemented according to the requirements of "Examination and Approval System for Dangerous Operation" issued by the former No.1 Ministry of Machine-Building Industry.
Article 4 The enterprise shall designate relevant operating departments under the leadership of the director and general engineer to administrate electrical safety and guarantee electrical safety.
Article 5 All the personnel engaging in electrical work must comply with this Regulation. Anyone who causes an accident due to violation of this Regulation shall be respectively given with criticism and education, administrative sanction, economic sanction and until the investigation of the legal liability.
Article 6 All the personnel engaging in electrical device installation, operation, test, maintenance and repair must be healthy. Anyone with visual sense (binocular visions are below 0.8 after correction and color blindness), low and high blood pressure, heart disease, hysteria, epilepsy, neurosis, schizophrenia and severe stammer couldn't engage in electrical work.
Article 7 Each electrical management system and operation specification must be complete. Data files on power distribution and transformer substation (room), electrical device, line installation, acceptance, operation and repair shall be complete and accurate.
