1.1 "The provisions for the basic engineering design of petrochemical plants" (hereafter referred to as the provisions) are formulated with a view to improving the quality of engineering design of petrochemical industry, and unifying content and depth of basic engineering documents of petrochemical plant.
1.2 These provisions are applicable to basic engineering of new, extended and rebuilt petrochemical plants.
1.3 The documents of basic engineering shall be formulated in accordance with contract and approved overall design or feasibility study report, Process Design Kit and basis design materials.
1.4 The depth of basic engineering documents shall satisfy the requirements of owner's reviewing, preparation of engineering material procurement, preparation of construction and detailed engineering; the composition of the design documents of the chapter exclusive for "firefighting design", "environmental protection", "safety plant design", "occupational health", "energy conservation" and "earthquake protection" shall comply with Annex A, Annex B Annex C, Annex D, Annex E and Annex F.
1.5 All engineering philosophy and technical proposal shall be determined at basic engineering phase; typical implementation period of an engineering design corresponding to these provisions are listed in Annex G.
1.6 These provisions are the basic requirements on the content of basic engineering documents for petrochemical plant, and extension content of expansion and reconstruction project shall be noted in the design document. The special requirements of owner shall be negotiated when signing the contract.
1.7 These provisions has no unified regulation in drawing and table format of basic engineering, and drawing and table format may be formulated by design organization in accordance with the provisions of its own.
1.8 These provision may be referenced in the preparation of parts and chapter, and cannot be regarded as the criteria of inner profession arrangement and work specification in design organization.
1.9 The provisions related to these provisions refer to "the provisions of Process Design Kit for Petrochemical Plants (Whole-set Technology and Process Kit)", "the provisions in the Detailed engineering for Petrochemical Plant" (SHSG - 053) and "preparation method for preliminary estimate of engineering construction for petrochemical industry".
1.10 Process parts of basic engineering such as oil product storage and transportation, independent public utilities and auxiliary facilities (such as circulating water plant, sewage disposal plant, air division and compression plant, and gasoline and electricity combined plants) shall be specified with their design basis, technical proposal and relevant processing documents according to their features, and other parts of them may reference these provisions.
