Article 1 This regulation is formulated with a view to implementing the guideline of "safety first and prevention first", ensuring the design of productive construction project (hereinafter referred to as "construction project") meeting the requirements of occupational safety and health, creating appropriate working conditions and guaranteeing the employee safety and health.
Article 2 This regulation is applicable to occupational safety and health design for newly-built, extended and renovated projects and introduced projects of metallurgy enterprises.
Article 3 Safety and health requirements must penetrate into the design of various professional production processes. Safety and health facilities must be designed simultaneously with the principal part of the project. Safety and health technical equipment level shall be appropriate to the process equipment level and shall not be lower than the technical equipment level of process equipment design.
Article 4 When technical equipment needs to be introduced from abroad for the construction project, the technical measures facilities meeting the national occupational safety and health standard shall be simultaneously introduced or supported domestically.
Article 5 For the expansion project such as blast furnace and steel furnace, the capacity of each system and equipment related to furnace shall be comprehensively checked and calculated according to the expansion capacity, and multiple schemes shall be made for comparison to ensure safety and reliability of each production link of the whole shop after expansion.
When the existing buildings and structures are used for renovation, the technical performance of the existing buildings and structures must be tested by specialized department according to new project equipment and load requirements, and evaluation report shall be made as the criterion of this project design.
Article 6 Occupational safety and health design shall not only comply with this regulation, but also the relevant national and professional regulations and standards.
