Standard for Constructional Quality Acceptance of Railway Signal Engineering
1 General Provisions
1.0.1 This standard is formulated with a view to strengthening the constructional quality management of railway engineering, unifying the constructional quality acceptance of railway signal engineering and ensuring the engineering quality.
1.0.2 This standard is applicable to the constructional quality acceptance of constructed and renovated standard gauge railway signal engineering for passenger trains with design travelling speed of or less than 160km/h sharing railways with freight trains. Complementary standards shall be developed separately for the constructional quality acceptance of other railway signal engineering as well as the new technology, process, equipment and material that are not covered in this standard.
1.0.3 The construction organization, as the main body of constructional quality control of engineering, shall conduct whole-process control on the constructional quality of engineering; the parties concerned, including development organization, supervision organization and survey and design organization shall control the engineering quality of construction stage in accordance with the relevant regulations.
1.0.4 The construction of railway signal engineering shall implement the sustainable development strategy of national economy, properly fulfill such works as environmental protection and water & soil conservation, rationally utilize the resources and accomplish civilized and safe construction.
1.0.5 The quality data acquired in the inspection and testing on the constructional quality of railway signal engineering shall be true and reliable and comprehensively reflect the condition of engineering quality, and the methods and instruments adopted shall be in accordance with those specified in the relevant standards.
1.0.6 The constructional quality requirements in contract agreement document and engineering technical documents adopted in railway signal engineering construction shall not be lower than those in this standard.
1.0.7 The constructional quality acceptance of railway signal engineering shall meet the requirements stipulated in this standard and those in relevant current national standards.
2 Terms
2.0.1 constructional quality of engineering
summation of all obvious and implied characteristics on aspects such as safety, use function, durability and environmental protection, for reflecting that the engineering construction process or the entity meets those specified in the relevant standards or stipulated in the Contract
2.0.2 acceptance
confirmation, in written form, on whether the engineering quality is acceptable according to relevant standards, upon inspection for quality of inspection lot and subitem, divisional and unit projects by the organizations concerned with construction activities, under the premise that the constructional quality of engineering is acceptable upon self-inspection and evaluation of the construction organization
2.0.3 site acceptance
inspection for materials, members, accessories, equipment, etc. delivered to the construction site according to the requirements of relevant standards to confirm whether they are acceptable
2.0.4 inspection lot
an inspection unit composed of certain samples used for inspection and gathered according to the same production conditions or in required mode
2.0.5 inspection
activity of conducting measurement, inspection and test for the performance of inspection items and comparing the results and the standard requirements to determine the conformity of all performance items
2.0.6 witness
activity that the supervision organization or development organization supervises the completion condition of certain process by construction organization on site
2.0.7 evidential testing
testing carried out on the sample sent after being taken on site by the relevant personnel of construction organization under the supervision of the supervision organization or the development organization
2.0.8 parallel acceptance testing
inspection or testing activity carried out independently by the supervision organization according to certain proportion by using certain inspection or testing means based on the self-inspection of construction organization
2.0.9 stop and supervision
supervisory activity conducted by supervisors on site during construction of critical part or working procedure of the engineering
2.0.10 constructional procedure
operation activity with relative independent characteristics or operation activity divided by necessary technical intermittent and pause during construction, which is the basic unit of construction process
2.0.11 handing over inspection
activity that the construction undertaking party and completing party jointly carry out inspection and confirm whether the construction can be continued
2.0.12 dominant item
inspection item playing a decisive role in safety, health, environmental protection and public interest
2.0.13 general item
inspection item other than the dominant item
2.0.14 sampling inspection
inspection carried out by collecting a certain amount of samples randomly from the site materials, members, accessories, equipment or engineering inspection items of each inspection lot according to the specified sampling scheme
2.0.15 sampling scheme
method to determine the sampling quantity according to the characteristic of inspection items
2.0.16 counting inspection
inspection method for recording a certain property or calculating the number of defects of each unit among the samples
2.0.17 quantitative inspection
inspection method for measuring a certain quantitative characteristic of each unit among the samples for sampling inspection
2.0.18 quality of appearance
external quality of engineering reflected by observation and necessary measurement
2.0.19 rework
measures like re-fabrication or re-construction for rejected engineering position
2.0.20 repair
measures like renovation for the position failing to meet the standard requirements in the engineering
2.0.21 common defect
defect without decisive effect on stress performance or service performance of structural member
2.0.22 serious defect
defect with decisive effect on stress performance or service performance of structural member

1 General Provisions
