本规程规定了新桐丰产林基地建设的相关技术要求，包括基本条件、建设原则、种植与管护技术、配套设施建设、基地管理以及档案管理等方面，适用于新桐1号及其系列品种在华北、西北、华东、华中、华南、西南地区建设木纤维用材和大径材丰产林基地。
