1 General Provisions
1.1 Objective
With a view to strengthening safety supervision on gas cylinders, ensuring safe use of gas cylinders, improving the development of the national economy and protecting personal and property safety, the Regulation is prepared in accordance with the requirements of Special Equipment Safety Law of the People's Republic of China and Regulations on Safety Supervision for Special Equipment.
1.2 Application scope
The Regulation is applicable to seamless gas cylinders, welded gas cylinders, welded insulated gas cylinders, wrapped gas cylinders, internal-packed gas cylinder and their accessories, with nominal volume 0.4L ~ 3000L, nominal working pressure 0.2MPa ~ 35MPa (gauge pressure, similarly hereinafter) and the product of pressure and volume greater than or equal to 1.0MPa•L, used in normal ambient temperature (-40℃ ~ 60℃, see Note 1-1) for containing compressed gas, high/low pressure liquefied gas, refrigerated liquefied gas, dissolved gas, adsorbed gas, liquid with normal boiling point equal to or lower than 60℃, and mixed gases (two or more gas types).
Materials, design and manufacturing of gas cylinders for fire extinguisher as well high-volume gas cylinders for tube trailers, tube-bundled containers or for containing electron gas shall comply with the requirements of the Regulation.
Varieties and variety code of gas cylinders specified in the Regulation as well as corresponding product standards are detailed in Annex A.
Note 1-1: Ambient temperature of gas cylinders for vehicles and fire extinguishers shall be in accordance with the requirements of relevant standards.
1.3 Special regulations on applicable scope
The gas cylinder accessories under the application scope (1.2) in the Regulation shall meet the requirements of Supervision Regulation on Safety Technology for Gas Cylinder Accessories (TSG RF001) besides these of the Regulation; gas cylinder for vehicle (Note 1-2) shall also meet the requirements of Supervision Regulation on Safety Technology for Gas Cylinder for Vehicles (TSG R0009) besides these of the Regulation.
Note 1-2: Gas cylinders for vehicle involved in the Regulation refer to ones used for containing vehicle fuels (like compressed natural gas, liquefied natural gas, gaseous hydrogen, liquefied petroleum gas, liquefied dimethyl ether).
1.4 Inapplicable scope
The Regulation is not applicable to gas cylinders for fire extinguishers that withstand transient pressure in fire extinguishing but not withstanding pressure, fixed gas cylinders for pressure vessels, military equipment, nuclear facilities, aerospace vehicles, railway locomotives, offshore facilities, ships, dedicated equipment for civil airports.
1.5 Relationship with standard and management systems
The Regulation specifies basic safety requirements on gas cylinders; technical standards, management systems and other aspects of gas cylinders shall meet the requirements of the Regulation.
Design, manufacturing, filling and inspection of gas cylinders (including accessories) shall meet the corresponding standards listed in the Regulation. Where new material, technology or process is adopted, or national or professional standard is unavailable, or the requirement is higher than the provisions of current national or professional standard, company standards shall be prepared. Company standards shall be prepared by adoption of reference to international standards (or advanced foreign standards), and meet the requirements of Chinese laws / regulations and safety specifications after fulling soliciting the suggestions from the competent authority as well as the units and institutions involved with manufacturing, filling, inspection and use. The provisions in a company standard stricter than these of the Regulation shall be reviewed by the National Technical Committee on Gas Cylinder of Standardization Administration, and specify the variety codes of gas cylinders in accordance with Annex A to the Regulation.
1.6 Special handling in case of inconsistency to the Regulation
In case gas cylinder which is made with new material, technology or process, or has special use requirement, has any inconsistency to the requirements of the Regulation, the manufacturing unit shall declare it to AQSIQ and the materials declared shall include at least basis, data and results of relevant design, research and test, reviewed company standard, as well as type test reports. AQSIQ will entrust relevant professional technical institution to conduct technical review; upon the review results are approved by AQSIQ, the product shall be put into production and used. The product standards based on which product manufacturing and type test are conducted shall meet the requirements of 1.5 herein.
