TSG R7002-2009 Regulation for type test of gas cylinders
Article 1 In order to standardize the type test of gas cylinders and ensure the safety performance of gas cylinder products, this regulation is formulated in accordance with the Regulations on safety supervision of special equipment and the Safety supervision regulations for gas cylinders.
Article 2 The type test of gas cylinders stipulated in this regulation refers to the inspection and test conducted to verify whether the safety performance of gas cylinder products meets the safety technical requirements.
Article 3 This regulation is applicable to the gas cylinders (including imported gas cylinders) that conform to the applicable scope of the Regulations on safety supervision of special equipment and are used within the territory of the People's Republic of China.
Type tests shall be carried out on newly developed gas cylinders or gas cylinders manufactured for the first time by manufacturers according to this regulation.
This regulation does not apply to the type test of gas cylinder attachment such as gas cylinder valves and safety relief devices. However, if the relevant standards require that gas cylinders for type test shall be equipped with attachment such as valves and safety relief devices, it shall meet the requirements of relevant standards.
Article 4 In case of one of the following conditions, the type test shall be carried out again:
(1) The original design is changed into the one regarded as a new design in accordance with the Gas cylinder design document appraisal regulation;
(2) The same type of gas cylinders manufactured by the same manufacturing process is put into manufacturing again after six months of suspension;
(3) The main manufacturing processes are changed, such as cold and hot processing, welding and heat treatment;
(4) It is clearly specified in relevant safety technical specifications and relevant standards.
Article 5 A gas cylinder manufacturer applying for type test of gas cylinders (hereinafter referred to as "the applicant") must hold a license for manufacturing special equipment (gas cylinders) of corresponding level (hereinafter referred to as the license) or an Application form for manufacture license of special equipment containing corresponding gas cylinders.
Article 6 Type tests shall be conducted in accordance with the type test items, contents, methods and requirements specified in this regulation and the corresponding gas cylinder product standards. See Attachment A for specific type test items.
Article 7 The applicant shall, after completing the trial production of gas cylinders, apply to the test organization for type test. The applied product level shall be consistent with the licensed or accepted product level.
Article 8 The type test organization (hereinafter referred to as "test organization") undertaking the type test of gas cylinders specified in this regulation shall be approved by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ"), and shall conduct the type test of gas cylinders within the approved scope.
Article 9 Working procedures of type test include application, acceptance, sampling, test, issuance of type test report and certificate, etc.
Article 10 When applying for type test, the applicant shall also provide the test organization with the following data of sample cylinders, in addition to holding the gas cylinder design document appraisal report in accordance with Article 7:
(1) Application form for type test of gas cylinders (hereinafter referred to as "Application form", made in duplicate, as shown in Attachment B);
(2) A license for manufacturing special equipment (gas cylinders) (copy) or an Application form for manufacture license of special equipment (copy) that has been signed for approval for accepting the opinions;
(3) Technical data of sample cylinders, including drawings, design calculations, design instructions, quality certificates of raw materials (copy), quality inspection records and other inspection data.
Data copies shall be stamped with the official seal or special seal for inspection of the applicant.
Article 11 After receiving the application documents from the applicant, the test organization shall examine the documents submitted by the applicant within 10 working days, confirm whether the type test can be carried out, and sign the acceptance opinions on the Application form. If it is confirmed that the type test can be carried out, the test organization and the applicant shall agree on the sampling time and test time.
Article 12 The test sample cylinders (hereinafter referred to as "sample cylinders") for the type test of gas cylinders shall be determined by the test organization by sampling method. See Attachment C for the sampling and management requirements of sample cylinders.
The sample cylinders submitted by the applicant shall be consistent with the design documents and shall be products that have passed the inspection by the applicant.
Article 13 The test organization shall prepare a detailed type test scheme for specific technical characteristics of gas cylinder products in accordance with this regulation and its corresponding standards. The type test scheme shall at least include:
(1) Test basis;
(2) Test procedures and methods;
(3) Test-related requirements;
(4) Precautions to be taken during the test;
(5) Basis for judging the test acceptance.
