本标准规定了烟草行业物流单证的设计原则、设计内容、单证样式、电子单证数据结构及载体。
本标准适用于烟叶复烤企业、烟用材料生产企业与卷烟工业企业之间，卷烟工业企业与卷烟商业企业之间，卷烟商业企业与卷烟零售客户之间使用的发货单、配送单等及相应的电子单证。
