1.0.1 This specification is formulated with a view to implementing "Law of the People's Republic of China on Protecting Against and Mitigating Earthquake Disasters" and guideline of "Prevention First" in seismic work, better implementing the quality certificate inspection project for seismic performance of telecommunications equipment in “Requirements for Administrative License Project and Condition, Procedure, Period Responsible by the Ministry of Information Industry (mother batch)”, avoiding or relieving seismic damage of telecommunications equipment, improving the operation reliability of communication system and reducing the economic losses cause by earthquake.
1.0.2 Main telecommunications equipment, such as switch, transmission, mobile base station and communication power supply used in the public telecommunication network in areas above seismic fortification Intensity 7 (including Intensity 7) shall be qualified in the test of seismic performance. Otherwise, it shall not be used in such areas.
1.0.3 This specification is applicable to the assessment for anti-seismic performance of main telecommunications equipment in area of seismic fortification Intensity 7~9. Generally, the basic seismic intensity of Seismic Ground Motion Parameter Zonation Map of China may be adopted for the seismic fortification intensity. As for the city with seismic precautionary region plan, the seismic inspection shall be carried out according to the approved seismic fortification intensity or design parameters of ground motion.
1.0.4 The communication technology performance of seismic test of equipment under test shall meet the relevant requirements for seismic test of telecommunications equipment.
1.0.5 The equipment under test shall also meet the relevant standards and codes issued by national and professional chief development department.
1.0.6 In case of any conflict between this specification and relevant national standard or specification, the latter shall prevail.
2. Terms
2.0.1 Seismic intensity
Ground shake caused by earthquake and the shake degree caused by it.
2.0.2 Seismic fortification intensity
Seismic intensity which is approved according to the authority specified by the nation as the criterion of seismic fortification of one area.
2.0.3 Earthquake action
It refers to the dynamic action of structure caused by the earth movement, and it can be classified into horizontal earthquake action and vertical earthquake action.
2.0.4 Earthquake response spectrum
The relationship between structural frequency and maximum reaction of structural particle (displacement, speed and acceleration) during earthquake is referred to as response spectrum (of displacement, speed and acceleration). The earthquake response spectrum is determined on the analysis for earthquake response of structure and on the basis of single-particle elastic system under actual earthquake action.
2.0.5 Natural frequency
The free vibration frequency only depending on the physical properties (mass, rigidity and damping) of structure.
