本标准规定了2GHz TD-SCDMA数字蜂窝移动通信网Uu接口上的无线资源控制（RRC）协议,规定了在源RNC和目标RNC之间以透明方式传输的与SRNC重定位有关的信息,以及在目标RNC与其它系统之间以透明方式传输的信息。
本标准适用于2GHz TD-SCDMA数字蜂窝移动通信网增强型高速分组接入（HSPA+）Uu接口RRC层。
