1.0.1 This code is formulated with a view to make Chinese mine concentrator tailings facilities design conform to the relevant national policies and statutes as well as meet the requirements of keeping tailings in appropriate way and protecting environment.
1.0.2 This code is applicable to mine concentrator tailings facilities of construction, extension and renovation.
1.0.3 Mine concentrator must be equipped with perfect facilities, must not discharge tailings into rivers, lakes and seas.
1.0.4 For the design of the tailings facilities, not only the requirements stipulated in this standard (code), but also those in the current relevant ones of the nation shall be complied with.
1.0.5 Tailings facilities design shall be in compliance with the following requirements:
A) Be in accordance with the general planning of enterprise construction; servicing life of tailings pond shall be on speaking terms with productive life of tailings. Shall frame a layout of constructing pond by stages when construction of multi-pond by stages is advisableness. Shall ensure the completed time of later period pond is finished ahead of schedule for 0.5-1 year than the earlier period pond. The servicing life of pint-sized mine concentrator shall not be less than 5 years, large and medium sizes shall not be less than 10 years.
B) Base on the production requirements and safeguards are met, shall take full advantage of wastelands and marginal land, not, less or slow occupy farmland. Consider to resume farmland from terra and after tailings pond completed when conditions are provided.
C) To consider actual utility value of tailings for multipurpose demand.
D) To adopt new technologies, process, facilities and materials which are conform to the national conditions, safe and economy &rationality.
E) To recycling clarified water of tailings furthest, decrease drain to lower reaches.
F) The charge level of power shall be accordance with mine concentrator's.
G) Explanation of design points and relevant main drawing special for production management of concentrators shall be contained in the design documents submitted finally.
1.0.6 The tailings facilities design shall be provided with following relevant basical documents according to the factors of scope of project, design period, item composing and significance:
● Data of mill-run technics.
● Tailings quantity and physics, chemical property data of tailings.
● Sedimentation concentration test data of tailings slurry.
● Analysis of tailings water quality and data of water treatment test;
● Waterpower transportation test of tailings or rheology test data;
● Data of tailings soil mechanics test;
● Data of tailings embankment test and seepage test;
● Data of meteorology and hydrologic.
● Test, engineering geology and hydrological geology reconnaissance data of tailings pond area, dam site, along lines of drainage structures, material site of embankment and transportation pipes line.
● Industry and agriculture economy survey data of upper-and-downstream residential area of tailings pond.
● Protocol documents of ground, buildings occupied by tailings pond, facilities dismantlement and pipes span on railway, highway and navigable river, etc.
● Data of environmental protection
