0 Introduction
This Rule is prepared basing on safety risks and certification risks for lighting apparatus and specifies the basic principles and requirements for implementing compulsory product certification on lighting apparatus.
This Rule is used in combination with CNCA general implementation rules, e.g. "Implementation Rule on Compulsory Product Certification - Classified Management, Selection and Determination of Certification Mode of Manufacturing Enterprises", "Implementation Rule on Compulsory Product Certification - Utilization of Testing Resources and Other Certification Results of Manufacturing Enterprises" and "Implementation Rule on Compulsory Product Certification - General Requirements of Factory Inspection".
Certification body shall, in accordance with the requirements of universal implementation rules and this Rule, formulate certification implementation rules and this Rule shall be put into force in combination with universal implementation rules.
Manufacturers shall ensure that their certified products always meet the requirements of certification and applicable standards.
1 Scope of Application
This Rule is applicable to the lighting apparatus, including fixed general purpose luminaires with supply voltage between 36V and 1000V; recessed luminaires; portable general purpose luminaires; aquarium luminaires; outlet installed night light; recessed luminaires on ground surface; portable luminaire for children; fluorescent lamp ballast with supply voltage between 36V and 1000V; ballast for discharge lamp (except fluorescent lamp); ac electronic ballast for fluorescent lamp; DC or AC electronic ballast for discharge lamp (fluorescent lamp); DC or AC electronic controls for LED module.
The adjustment of application scope caused by the changes of laws, regulations, relevant products standards, technologies, and industrial policies, shall be subject to the announcement issued by CNCA.
2 Terms and Definitions
Design appraisal: In this Rule, it is a non-experimental verification measure, refers to methods of examination and calculation of design drawing to prove that products comply with the certification standards.

The above standards shall be the latest edition issued by the national standardized administrative department in principle. Where other editions are needed, the announcement applicable to the requirements of relevant standards and issued by CNCA shall be observed.
4 Certification Mode
Basic certification mode for compulsory certification of lighting apparatus is as follows:
Type test + supervision after certification;
For large luminaire, may adopt:
Design appraisal + type test for some items + supervision after certification;
The supervision after certification above refers to one of the three modes, i.e. follow-up inspection after certification, sampling testing or inspection on production site and market sampling testing/inspection.
According to the requirements of Implementation Rule on Compulsory Product Certification - Classified Management of Manufacturer, Certification Mode Selection and Confirmation, certification body implements classified management and increase enterprise quality assurance capacity and product consistency inspection (initial factory inspection) on the basis of basic certification mode in conjunction with classified management result and combines supervision manners after certification to determine certification mode applicable to the certification client.
5 Certification Unit Division
In principle, application unit may be divided in accordance with product type, structure, installation mode and substance. For same products produced by the same producer but from different manufacturers, or produced by different producers but from the same manufacturer, type test may be carried out only on the sample of one unit. For products produced by other manufacturer/producer, data shall be provided for consistency check.
The certification body shall define the specific requirements for unit division in the certification implementation regulations in accordance with relevant required documents issued by CNCA and in combination with classified management of manufacturing enterprises.
