0 Introduction
The Regulation was prepared by China Quality Certification Center (hereinafter referred to as CQC) as per "Implementation Rule on Compulsory Product Certification - Low Voltage Apparatus - Low Voltage Switchgear (CNCA-C03-01: 2014) and the common implementation rules about compulsory product certification (hereinafter referred to as implementation rules) issued by Certification and Accreditation Administration of the People's Republic of China (hereinafter collectively referred to as CNCA), and shall apply in combination with the implementation rules issued by CNCA.
The application scope and certification standards of the Regulation shall comply with relevant provisions in the implementation rules and shall be adapted in accordance with announcements on the definition and adjustment of contents issued by CNCA.
1 Terms and Definitions
1.1 Design appraisal
Design appraisal, a non-experimental verification measure, refers to methods of verification comparison and verification assessment to prove that products comply with the certification standards.
Verification comparison refers to the comparison between the suggested structures of complete equipment or parts of complete equipment and the structure benchmark which has been verified by the test.
Verification assessment refers to design verification on complete set of switchgear sample or its parts which are in strict accordance with design criteria or calculation, so as to ensure the design meets the requirements for complete set of switches.
Design appraisal is a non-experimental verification measure conducted on the basis of type test.
1.2 Original Design Manufacturer (ODM)
The factory designing, processing and producing identical products for one or more producers (manufacturers) by following the same quality assurance requirements and same requirements for product design, production process control and inspection.
1.3 ODM initial certificate holder
The organization who holds the initially-obtained CCC certificate of the ODM products.
1.4 Original Equipment Manufacturer (OEM)
The manufacturer producing certification products according to the design, production process control and inspection requirements provided by the Client. The Client may be certification client or producer (manufacturer); OEM produces certification products according to the design, production process control and inspection requirements provided by the Client.
2 Classification Management Requirements of Manufacturer
CQC collects, analyzes, assesses and preserves all kinds of information relevant to certification product and manufacture quality so as to realize classification management of manufacturer in a dynamic way. The certification client, producer and manufacturer shall support CQC.
Manufacturers are classified into Category A, Category B, Category C and Category D, according to information below:
① Result of factory inspection (including initial factory inspection and post-certification follow-up inspection);
② Testing result of sampling supervision (sampling at production site or from market);
③ Conclusions on national and provincial random inspections and CCC special random inspections;
④ Media exposure and quality feedback from product user and the public;
⑤ Quality of the certification products;
⑥ Other information.
CQC classifies and grades manufacturers based on the basic principles for classification, and also, periodically or aperiodically, reclassifies and grades them according to various information, so as to realize dynamic management.
The basic classification principle is based on the public document of CQC -Requirements for Classified Management on Enterprises.
3 Selection of Certification Mode and Relevant Requirements
3.1 Basic Certification Mode
Basic modes for compulsory certification of low voltage switchgear are as follows:
Type test + follow-up inspection after certification;
Design appraisal + type test for some items + follow-up inspection after certification.
3.2 Subdivision of Certification Mode
Based on the basic certification mode and combining with the principle of classified management of manufacturers, the specific subdivisions are as follows:
Mode 1: type test + post-certification supervision
Mode 2: type test + inspection of enterprise quality assurance capacity and product conformity (initial factory inspection) + post-certification supervision
Mode 3: design appraisal + type test for some items + post-certification supervision
Mode 4: design appraisal + type test for some items + inspection of enterprise quality assurance capacity and product conformity (initial factory inspection) + post-certification supervision
For Mode 3 and Mode 4, if CQC considers necessary, designed capacity assessment may be carried out on the producer/manufacturer.
Post-certification supervision generally refers to follow-up inspection after certification. For enterprises of different classification, mode elements like sample testing/inspection on production site and market sampling testing/inspection may be added into the post-certification supervision.
3.3 Applicability of Certification Mode
3.3.1 Where design appraisal certification mode is not adopted
3.3.1.1 If the manufacturers make initial certification application for the product which has not obtained applicable CCC certificate of this Regulation,
Category A manufacturers: Mode 1 may be adopted for certification.
Categories B, C and D manufacturers: Mode 2 shall be adopted for certification.
3.3.1.2 If the manufacturer who has obtained CCC certificate covered under this Regulation makes certification application again, but the factory-defined code is different from and cannot be covered by the certified one,
Categories A and B manufacturers: Mode 1 may be adopted for certification.
Categories C and D manufacturers: Mode 2 shall be adopted for certification.
3.3.1.3 If the manufacturer who has obtained CCC certificate covered under this Regulation makes certification application again, and the factory-defined code is the same as the certified factory-defined code or can be covered by the certified one,
Categories A, B, C and D manufacturers: Mode 1 shall be adopted for certification.
3.3.2 Where design appraisal certification mode is adopted
3.3.2.1 Modes 3 and 4 may only be selected by Categories A and B manufacturers in the certification application, and the producers/manufacturers shall have corresponding design capacity and the reference data for implementing design appraisal.
3.3.2.2 Assessment of design capacity
CQC assesses whether the producer/manufacturer have corresponding design capacity and reference data of design appraisal by the examination and verification of document information and/or the on-site assessment. On-site assessment may be conducted in combination with inspection of enterprise's quality assurance capacity.
If the design capacity assessment meets relevant requirements, Modes 3 and 4 may be adopted, otherwise Modes 1 and 2 may be adopted.
3.3.2.3 If the manufacturers make initial certification application for the product which has not obtained applicable CCC certificate of this Regulation,
Category A manufacturer: Mode 3 may be adopted for certification.
Category B manufacturer: Mode 4 shall be adopted for certification.
3.3.2.4 If the manufacturers make another certification application for the products having earned the applicable CCC certificate of this Regulation,
Categories A and B manufacturers: Modes 3 and 4 may be adopted for certification.
3.3.2.5 As for the certification application of Modes 3 and 4, if the design appraisal report provided by the producer fails to meet the requirements after examination and verification/assessment, then Modes 1 and 2 shall be adopted.
3.4 Relevant Requirements of Certification Mode
The certification client may apply for applicable certification mode based on its own condition and by referring to 3.3 "Applicability of Certification Mode".
According to the characteristics of products applied for certification and the principles of certification risk control, CQC shall determine an applicable certification mode for certification client in combination with the classification management results of manufacturers.
4 Certification Unit Division
4.1 Basic Principles for Dividing Certification Unit
In principle, one certification unit includes products of the same client, producer, manufacturer, model and structure, as well as the same level of main bus rated short-time withstand current and corresponding current range.
4.1.1 In one certification unit, the ranges of corresponding rated current are detailed in Tables 4-1, 4-2 and 4-3 based on the classified management of manufacturers.
