1 Scope
This standard specifies the operations related to surface coating of automobile manufacturing industry in Jiangsu Province, including the emission limits, monitoring and control requirements, production process and management requirements of volatile organic compounds in storage, transportation, mixing, stirring, cleaning, coating, drying and post-processing units during the whole automobile and body manufacturing.
This standard is applicable to the emission control of volatile organic compounds in existing automobile manufacturing industry, as well as the environmental impact assessment, the environmental protection engineering design, the acceptance of environmental protection after completion and the emission control of volatile organic compounds after being put into production of new, renovated and extended projects.
This standard is not applicable to the emission management of air pollutants in automobile modification, maintenance and parts and components coating process.

For the purposes of this standard, the following terms and definitions apply.

automobile
non-track-loaded vehicles driven by power and having four or more wheels
Note: The automobiles in this standard only include vehicles of categories M1, M2, M3, N1, N2 and N3 specified in GB/T 15089.
3.2
standard state
condition where the temperature is 273.15K and the pressure is 101,325Pa
Note: Standard values specified in this standard are benchmarked against the dry air under standard condition.
3.3
volatile organic compounds
organic compounds involved in photochemical reaction in atmosphere or those determined via measurement or calculation according to specified method, VOCs for short
3.4
total volatile organic compounds
sum of concentrations of VOCs such as benzene, toluene, xylene (m-, p- and o-xylene), trimethylbenzene (1,2,3-trimethylbenzene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene), ethylbenzene, styrene and n-butyl acetate with the retention time on the polar chromatographic column between acetone and 1,2,3-trimethylbenzene, TVOCs for short, within the range of which the chromatographic peaks not identified are calculated by the response factor of toluene
3.5
benzene homologues
generic name of benzene, toluene, xylene (m-, p- and o-xylene), trimethylbenzene (1,2,3-trimethylbenzene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene), ethylbenzene and styrene
3.6
surface coating
process of applying coating on the base surface to form a coat with protection, decoration or specific functions
3.7
existing automobile coating line
automobile coating line that has been established and put into use and whose environmental impact assessment documents have been approved before the date of implementation of this standard
3.8
new automobile coating line
new, renovated and extended automobile coating line whose environmental impact assessment documents have been approved from the implementation date of this standard
3.9
primary coating
first pass of surface coating to protect the body shell, or to withstand the subsequent spraying
3.10
VOCs emission per coating area
total of emission of VOCs from the beginning of primary coating to the final surface coating finishing, repairing and wax injection and from cleaning (including on-line cleaning and shutdown cleaning) of process equipment (spraying room, other fixed equipment) using solvents divided by total area of primary coating
3.11
fugitive emission
unregulated emission of air pollutants without passing through an exhaust stack
3.12
maximum allowable emission concentration
limit which shall not be exceeded by the average pollutant concentration in any one hour in the exhaust stack after treatment of facilities or the exhaust stack without treatment facilities at standard state
3.13
maximum allowable emission rate
limit of maximum mass of pollutants emitted in any one hour by an exhaust stack at a certain height
3.14
closed vent system
system that collects and delivers air pollutants emitted or escaped from process equipment or workshops to pollution control equipment so that the delivered gases are not in direct contact with the atmosphere, including pipeline and connecting device
3.15
control device for VOCs
combustion device, absorption device, adsorption device, condensation device, biological treatment facility or other effective pollution control devices for treating VOCs

1 Scope
This standard specifies the operations related to surface coating of automobile manufacturing industry in Jiangsu Province, including the emission limits, monitoring and control requirements, production process and management requirements of volatile organic compounds in storage, transportation, mixing, stirring, cleaning, coating, drying and post-processing units during the whole automobile and body manufacturing.
This standard is applicable to the emission control of volatile organic compounds in existing automobile manufacturing industry, as well as the environmental impact assessment, the environmental protection engineering design, the acceptance of environmental protection after completion and the emission control of volatile organic compounds after being put into production of new, renovated and extended projects.
