1 Subject content and application scope
This standard specifies the method for making local emission standards of air pollutants. This standard is applicable to guide all provinces, autonomous regions, municipalities directly under the Central Government and areas under their jurisdiction to make emission standards of air pollutants.

3 General
3.1 This standard is formulated with a view to implementing the Environmental protection law of the People's Republic of China and the Law of the People's Republic of China on the prevention and control of atmospheric pollution.
3.2 This standard is a method standard to guide the making and revision of local emission standards of air pollutants.
3.3 This standard takes the air quality criteria as the control target and makes the local emission standards of air pollutants by using the method of controlling air pollution with the allowable limit of total emission and the allowable limit of point source emission in the control area (see 4.1 for definition) based on the diffusion and dilution rule of air pollutants. In addition, all localities can apply the best feasible and practical technical methods or other total emission control methods to make local emission standards of air pollutants according to local technical and economic conditions.
3.4 The allowable emission limits of pollutants listed in the emission standards of air pollutants made by all provinces, autonomous regions and municipalities directly under the Central Government shall not be greater than the emission limits calculated according the method given in this standard and the limits given in relevant national emission standards of air pollutants.
3.5 All provisions of this standard have the same effect under general conditions, but if the allowable emission limits determined in all articles of the same pollution source standard are inconsistent, the minimum allowable emission limit shall prevail.
3.6 The provisions in annexes are for reference when using this standard.
