Norm of energy consumption per unit production of refining and chemical industry
1 Scope
This document specifies the technical requirements, statistical scope and calculation method for norm of product energy consumption (hereinafter referred to as energy consumption) for refinery, ethylene, polypropylene, styrene, purified terephthalic acid, p-xylene, propylene oxide and phthalic anhydride.
This document is applicable to the calculation and assessment of energy consumption in the production processes of refinery, ethylene, polypropylene, styrene, purified terephthalic acid, p-xylene, propylene oxide and phthalic anhydride, as well as the energy consumption control for newly built or renovated (expanded) projects.

For the purposes of this document, the terms and definitions given in GB/T 2589, GB/T 12723 and the following apply.
3.1
comprehensive energy consumption of refinery
sum total of physical quantities of energy and energy-consumed medium consumed by refinery production during the statistical reporting period, which are converted into standard oil by the specified calculation methods
3.2
comprehensive energy consumption of refinery for unit crude and purchased materials
ratio of comprehensive energy consumption of refinery to the sum of processing volume of crude oil and purchased raw oil during the statistical reporting period
3.3
energy factor for refinery
product of the standard energy consumption ratio of refining process plant (or system unit) and the ratio of its raw material (or product) quantity to the raw material (or product) quantity of reference plant
3.4
comprehensive energy consumption of refinery for unit crude and purchased materials based on energy factor for refinery
ratio of comprehensive energy consumption of refinery for unit crude and purchased materials to energy factor for refinery during the statistical reporting period
3.5
energy consumption for ethylene plant
sum total of physical quantities of fuels, steams, electric power and energy-consumed medium actually consumed by the ethylene plant in the process of production during the statistical reporting period, which are converted into the standard oil by the specified calculation methods and in the specified units

4.1 Norm level of energy consumption of refinery
See Table 1 for the norm level of energy consumption of refinery, of which Level 1 refers to the lowest energy consumption.
