Limit of volatile organic compounds content in adhesive
1 Scope
This standard specifies the limit requirements, test methods, inspection rules and marks for package of volatile organic compounds (hereinafter referred to as VOC) content in adhesive under specified conditions.
This standard is applicable to the limit of volatile organic compounds content in solvent-based, water-based and bulk adhesives.
This standard is not applicable to:
——the adhesives used as intermediates or not entering the circulation field to be used as raw materials for production;
——the adhesives for testing or evaluation in any research and development, quality assurance or analysis laboratory;
——urea formaldehyde, phenol formaldehyde and melamine formaldehyde adhesives;
——special functional surface treating agents for material bonding.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 2943 and GB 37822 as well as the following apply.
3.1
volatile organic compounds content
VOC content
mass of volatile organic compounds contained in adhesive per unit volume or mass measured under specified conditions
3.2
solvent-based adhesive
adhesive with volatile organic solvents as main dispersion medium
3.3
water-based adhesive
adhesive with water as main dispersion medium
3.4
bulk adhesive
adhesive with dispersion medium content accounting for less than 5% of the total
4 Classification
The adhesives may be classified into solvent-based type, water-based type and bulk type based on different dispersion medium and content in adhesive.
Note: generally, water-based adhesive and bulk adhesive are low-VOC adhesives.
5 Limit of VOC content
5.1 Basic requirements
5.1.1 The content of single volatile organic compound in adhesive such as benzene series (benzene, methylbenzene and xylene), halogenated hydrocarbon (dichloromethane, 1,2-dichloroethane, 1,1,1-trichloroethane and 1,1,2-trichloroethane), toluene diisocyanate and free formaldehyde, shall meet the requirements of GB 30982 or GB 19340.
5.1.2 If the adhesive is expressly used for various purposes, the lowest limit in each requirement shall be taken.
5.2 Limit of VOC content in solvent-based adhesive
The limit of VOC content in solvent-based adhesive shall meet those specified in Table 1.

6 Test methods
6.1 Sampling
The sampling of adhesive shall be carried out according to GB/T 20740.
6.2 Determination of VOC content
6.2.1 The VOC content in solvent-based adhesive shall be determined according to Annex A.
6.2.2 The VOC content in water-based adhesive shall be determined according to Annex D.
6.2.3 The VOC content in bulk adhesive shall be determined according to Annex E.
6.2.4 The VOC content in ethyl-ɑ-cyanoacrylate instantaneous adhesive shall be determined according to the method specified in Annex B, HG/T 2492-2018.
6.2.5 VOC content may also be calculated according to the composition of the adhesive. If the calculation cannot be conducted or the calculation results fail to conform to the measurement results, the measurement results shall prevail.
7 Inspection rules
7.1 Inspection items
7.1.1 All requirements specified herein are applicable to type inspection items.
7.1.2 In normal production, type inspection shall be carried out at least once a year.
7.1.3 Type inspection shall be performed under any of the following cases:
——upon initial type approval of new product;
——upon off-site production of the product;
——where the production formula, process and critical raw material source are significantly changed;
——upon resumption of production after production halts for three months.

6 Test methods
