With the in-depth implementation of the relevant policies and regulations on the restriction of the use of hazardous substances in electronic and electrical products in China, Chinese enterprises have continuously strengthened the internal management of the organization and actively developed green design products to ensure that the products meet the relevant regulations, standards and customer requirements on the restriction of the use of hazardous substances.
The purpose of formulating this standard is to provide method guidelines for enterprises to evaluate whether the products meet the policies, regulations or customer requirements for restricting the use of hazardous substances in electronic and electrical products.
Guideline of conformity assessment for hazardous substances in electronic and electrical products
1 Scope
This standard specifies the procedures, contents and methods for organization assessing of the conformity of the restriction of hazardous substances in electronic and electrical products.
This standard is applicable to the conformity assessment for hazardous substances in electronic and electrical products carried out by the organizations.
Note: Organizations mainly refer to producers of electronic and electrical products.

4 General
4.1 Conformity assessment for hazardous substances in electronic and electrical products includes the following 4 procedures:
a) evaluating the risk of hazardous substances in electronic and electrical products;
b) collecting the required information and supporting documents based on the assessment results;
c) evaluating the quality and credibility of the supporting documents collected in b) to implement the assessment;
d) preparing the declaration of conformity of hazardous substances in electronic and electrical products.
The process of conformity assessment is shown in Figure 1.

4.2 In case of the assessment for a category or a series of product, the requirements specified in Clause 5 shall apply to each product of such category or series.
5 Conformity assessment
5.1 Risk evaluation for hazardous substances in electronic and electrical product
The organization shall identify the risk factors of hazardous substances being mixed into the product at various stages of the product life cycle, especially at such stages as product design, procurement and process manufacturing, and shall evaluate the risk level of hazardous materials.
Note: The risk identification and evaluation for hazardous substances in products shall be carried out in accordance with SJ/T 11467 or by using the methods approved by other industries or organizations.
