1 Scope
This document specifies the basic requirements, loading and unloading, blending, storage, transportation, filling, emergency management, and other contents of safety specification for operation of methanol fuel for vehicles.
This document is applicable to the safe operation of blending centers, storages and filling stations of methanol fuel for vehicles.

4 Basic requirements
4.1 General requirements
4.1.1 The workplaces shall comply with the requirements of current laws, regulations and standards on hazardous chemicals.
4.1.2 In the workplaces, safety production rules and regulations and post operating procedures shall be established and improved, work related to safety evaluation and safety standardization shall be carried out, post safety responsibility system for all employees shall be established, and a dual control mechanism consisting of risk assessment and potential risks identification shall be established.
4.1.3 The operators shall receive adequate safety production education and on-the-job training before taking up their posts. Special operators shall be professionally trained and take up their posts with valid qualification certificates.
