1 Scope
This standard specifies the technical requirements of monitoring items, composition and functional design of the major hazard installations safety monitoring controlling and early-warning system of dangerous chemicals.
This standard is applicable to the design, construction and management of the safety monitoring controlling and early-warning systems for the new tank area, reservoir area and production site for major hazard installations for hazardous chemicals in the chemical (including petrochemical) industry (hereinafter referred to as the systems), and the system expansion or reconstruction can be implemented by reference to this standard. This standard may also serve as a reference for other industries.

For the purposes of this document, the following terms and definitions apply.
3.1
major hazard installations safety monitoring controlling and early-warning system
major hazard installations computer data acquisition and monitoring system consisting of data acquisition device, logic controller, actuator, industrial data communication network and other instruments and equipment, capable of collecting safety-related information and determining the site safety status by fault diagnosis and accident early warning through data analysis, and equipped with interlocking device to take corresponding measures in case of danger

field monitoring and controlling unit
device that conducts on-site receiving and transmission of signals from monitors or remote I/O or multiplexed signals from transmission interfaces, then carries out, where necessary, logical processing such as analysis, calculation and overrun judgment, and controls the operation of actuators
3.3
transmission interface
device or software capable of data (information) transmission, conversion and exchange, that ensures necessary isolation and information security, and are equipped with such functions as modulation and demodulation of multiplexed signals, local data storage and system self-test
3.4
monitoring computer
computer software and hardware system that receives monitoring signals, realizes real-time and historical graphical information display, information processing, alarm and early warning, statistics and analysis, storage, output control, reporting and printing, and provides human-machine interface of major hazard installations safety monitoring controlling and early-warning system
