Article 1 The Rules are formulated with a view to standardizing the examination work for welding operators of special equipments according to "Measures for Supervision and Administration of Special Equipment Operators" and "Examination Rules for Special Equipment Operators".
Article 2 The Rules are applicable to the examination for welding operators (hereinafter referred to as welders) engaging in boilers, pressure vessels (including gas cylinder, the same below), pressure pipelines (hereinafter referred to as pressure equipments) and elevators, hoisting machinery, passenger ropeway, large amusement facilities and special motor vehicle in the field (factory) (hereinafter referred to as mechanic-electrical equipments) specified in "Regulations on Safety Supervision of Special Equipment".
Article 3 The welder that engages in the welding work of the following welds shall pass the examination according to the Rules and get Special Equipment Operator's Certificate:
(I) As for pressure equipment, its welds of pressure parts, welds welded to pressure parts, surface overlaying on base metal of pressure parts;
(II) As for mechanic-electrical equipment, the welds of its main stress members (components), welds welded to main stress members (components);
(III) The positioning welds fused into the former two above-mentioned welds.
Article 4 The quality and technical supervision departments of all provinces, autonomous regions, municipalities (hereinafter referred to as provincial level quality supervision department) are responsible for determining and publishing the welder examination institution (hereinafter referred to as examination institution) in the local administrative region and its undertaken examination category and item scope, therein, the examination institution that undertakes the welder examination of long-distance (oil & gas) pipelines and nonmetallic materials and its examination category and item scope shall be determined and published by the General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as AQSIQ) after the examination and verification of provincial level quality supervision departments.
Article 5 The examination institution shall organize and implement the examination within the published examination category and item scope. The examination institution shall not force the welder to take part in the training organized by it.
The provincial level quality supervision department or the quality and technical supervision department of the city that is authorized to set districts (hereinafter referred to as municipal-level quality supervision department) shall supervise the welder examination and be responsible for examination and approval, issuing certificates and reexamination (hereinafter referred to as certificate issuing authority) .
Article 6 The welder examination shall include two parts: elementary knowledge examination and welding operation skill examination. The examination content shall be corresponding to the item scope applied by the welder. The elementary knowledge examination shall adopt computer-answer method, the welding operation skill examination shall adopt the method of welding test pieces and conducting testing assessment on the welded test pieces.
Article 7 The elementary knowledge examination shall be conducted correspondingly if one of the following conditions is met:
(I) If the welder who asks for examination for the first time;
(II) If the welding method is changed or increased;
(III) If the base metal type (e.g. steel, aluminium, titanium, etc.) is changed or increased;
(IV) If the welder asks for examination again because his or her Special Equipment Operator's Certificate is withdrawn.
Article 8 The examination scope, content, method and result evaluation for welders specializing in metallic materials and nonmetallic materials of special equipments shall be implemented according to the requirements of Appendix A and Appendix B in the Rules.
According to the mechanization level, the welders shall be divided into welders for manual welding, welders for machine welding and welders for automatic welding. The welders for machine welding and welders for automatic welding are generally called operators for welding machine.
