Implementation rules for compulsory product certification - Electric bicycles
0 Introduction
The Rules was prepared based on the safety risks and certification risks of electric bicycles, and it stipulates the basic principles and requirements for implementation of compulsory product certification for electric bicycles.
The Rules shall be used in conjunction with the general implementation rules issued by the Certification and Accreditation Administration of the People's Republic of China (CNCA), such as Implementation rules for compulsory product certification - Classified management and certification modes selection and determination for production enterprises, Implementation rules for compulsory product certification - Utilization of testing resources and other certification results of production enterprises, and Implementation rules for compulsory product certification - General requirements for factory inspection.
The certification body shall, in accordance with the requirements of general implementation rules and the Rules, prepare detailed rules for the implementation of certification for electric bicycles, which shall be implemented together with the general implementation rules and the Rules.
1 Applicability
The Rules applies to two-wheeled bicycles capable of pedaling under electric aid and/or electric drive using on-board battery as auxiliary energy source.
Any adjustment to the application scope caused by any change(s) in laws and regulations, related product standards, technologies, industrial polices and other factors shall be subject to the announcement issued by the State Administration for Market Regulation (SAMR)/CNCA of the People's Republic of China.
2 Certification standards
The standards for the certification in accordance with the Rules are given in Attachment 1 Certification standards and type test items.
For the certification standards, in principle, the latest editions issued by the competent national standardization administration shall be implemented. When other editions of the standards need to be used, they shall be implemented in accordance with the announcement issued by the CNCA on the requirements of relevant applicable standards.
3 Certification mode
The basic certification mode for implementing compulsory product certification for electric bicycles is as follows:
Type test + enterprise quality assurance capacity and product consistency inspection (initial factory inspection) + post-certification supervision.
The post-certification supervision above refers to the post-certification follow-up inspection, sampling testing or inspection on production site, market sampling testing or inspection, or their combinations.
The certification body shall implement classified management on production enterprises according to the requirements of the Implementation rules for compulsory product certification - Classification, management, certification modes selection and determination for production enterprises, and combine various post-certification supervision modes according to the results of classified management, so as to determine the applicable certification mode for the certification client.
4 Division of certification unit
In principle, electric bicycles with similar frames, front forks, structure types, and the same drive mode, battery type are regarded as one certification unit.
The same products produced by the same producers in different production enterprises, or the same products produced by different producers in the same production enterprise may be divided into the same certification unit.
The certification body may implement an appropriately relaxed division of certification unit for production enterprises of Class A management level. The certification body shall specify specific requirements for the division of certification units in the detailed rules for the implementation of certification.
