Scope
本文件规定了水泥单位产品能源消耗(以下简称能耗)的限额等级、技术要求、统计范围与计算方法。
This standard specifies the norm level, technical requirements, statistical range and calculation method for the energy consumption per unit product of cement (hereinafter referred to as “energy consumption”).
本文件适用于通用硅酸盐水泥生产企业用能单位能耗的计算、考核，以及对新建、改建和扩建项目的能耗控制。
This standard is applicable to the calculation and assessment of energy consumption for common portland cement production enterprises as energy-using organizations, as well as the control to energy consumption of new, renovated and extended projects.
