本标准与GB/T 5204-1994相比主要变化如下：
——增加了“初始的试验间隔或以后的试验间隔时间的改变应利用确定论的或基于风险的方法（或两者的结合）来决定”。“试验间隔时间还应考虑与可用性目标有关的设计基准试验间隔”。
——增加了设备和系统的风险增加量；
——增加了利用基于风险管理技术的方法决定初始的试验间隔时间应考虑的因素；
——增加了“并证明这样的变更不会对公众的健康与安全或堆芯损坏地造成有害的影响”。
