本标准规定了与放射性物质运输有关的安全要求。本标准中的运输包括包装的设计、制造和维护,也包括货包的准备、托运、装卸、运载(包括中途贮存),货包最终抵达地的验收。本标准对运输情况的分类采用正常(包括常规和小事件)和事故条件。本标准适用于放射性物质(包括伴随使用的放射性物质)的陆地、水上和空中任何方式的运输。本标准不适用于:a) 已成为运输手段的一个组成部分的放射性物质;b) 在单位内进行不涉及公用道路或铁路运输而搬运的放射性物质;c) 为诊断或治疗而植入或注入人体或活的动物体内的放射性物质;d) 已获得主管部门的批准并已销售给最终用户的消费品中的放射性物质;e) 含天然存在的放射性核素的天然物质和矿石,处于天然状态或者仅为非提取放射性核素的目的而进行了处理,也不准备经处理后使用这些放射性核素。且这类物质的活度浓度不超过5.1~5.2规定值的10倍;f) 任一表面存在的放射性物质均不超过3.14规定限值的非放射性固体物体。当运输的放射性物质具有附加风险及与其他危险品一起装运时,还应遵守危险品运输的有关规定。
