1 Scope
This part of GB/T 16716 specifies means, requirements, program and rules for comprehensive evaluation carried out beforehand for packaging and packaging waste.
This part is applicable to commodity packaging which has been put into market and product packaging which has been put into service.

For the purposes of this part of GB/T 16716, the following terms and definitions apply.

operator responsible for packaging or packed product which has been put into market or put into service
Note: The term "supplier" refers to the owner of product and its packaging before selling; or the manufacturer or distributor indicated on label, to be exacter, the operator willing to perform this standard. When packaging used by the supplier is provide by other manufacturers, the supplier may trace relevant technical data.
